How much does Qualiopi certification really cost in 2026?
"How much does Qualiopi cost?" is the first question founders of French training organisations ask — and online answers range from one to five times the real figure. Here are the actual numbers, item by item, for a small organisation.
The audit cost: what the certification body charges
Certification is delivered by certification bodies accredited by Cofrac (or equivalent). Their prices are free, but the market is tight. For a single-category organisation (training actions only), small size (under €150,000 of training revenue):
| Service | When | Order of magnitude (excl. VAT) |
|---|---|---|
| Initial audit (~1 day) | Before certification | €1,100 to €1,800 |
| Surveillance audit (~0.5 to 1 day) | Between the 14th and 22nd month | €700 to €1,200 |
| Renewal audit | Before the 3-year mark | €1,000 to €1,600 |
Over a 3-year cycle, the "certifier" bill therefore lands between €2,800 and €4,600 excl. VAT for a small structure. Prices climb with the organisation's size (audit days are calculated on headcount and activity volume) and with the number of audited action categories: adding skills assessments, VAE or apprenticeship adds audit time, hence cost.
Three levers bring the quote down:
- Remote auditing: allowed under conditions for small structures' initial audits, it saves the auditor's travel costs (often €150 to €400).
- Comparison: request 3 quotes. For the same service, gaps commonly reach 30%.
- Honest scoping: only declare the action categories you actually deliver.
The hidden costs: preparation
This is the item beginners underestimate. To pass the audit you need written procedures, evidence organised for the 32 indicators of the framework and compliant documents. Three scenarios:
- Doing everything yourself from scratch: €0 spent, but count 80 to 150 hours of work (reading the framework and guide, drafting, implementation). Valued even at a modest rate, it is the most expensive scenario.
- Starting from a documentary base (a kit of procedures and evidence): €100 to €300, and the work drops to 30 to 50 hours of customisation and implementation. The best ratio for an independent. Our guide to the 32 indicators shows you the expected work, indicator by indicator.
- Consultant support: €1,500 to €5,000 depending on depth (diagnosis, documents, mock audit). Relevant for structures with several employees or multiple activities.
Recurring costs after certification
- Keeping the system alive: questionnaires, watches, improvement plan — 2 to 4 hours per month if your tools are well designed, much more if they are bureaucratic.
- The surveillance audit needs preparing: one day of document review suffices if the system has genuinely run. See our guide to the 18-month surveillance audit.
- Possible non-conformities: they cost no certifier money in most cases (minor findings are handled on documents), but correction time within deadlines.
The real calculation: return on investment
Qualiopi only makes sense if it unlocks funding (is it even mandatory for you?). The sound reasoning: a single OPCO-funded in-company day (€800 to €1,500 excl. VAT) covers a quarter of the certification cycle. If your target clientele uses OPCO or CPF funding, the investment pays back within one to three deals. If you sell exclusively to direct payers, keep your money — nothing stops you applying the framework's good practices without taking the audit.
Summary: realistic total budget (small provider, 3-year cycle)
| Item | Frugal | Comfortable |
|---|---|---|
| Audits (initial + surveillance + renewal) | €2,800 | €4,600 |
| Preparation (documentary kit or consultant) | €200 | €3,000 |
| Internal time valued | 30-50 h | 80 h and more |
| Total spent over 3 years | ~€3,000 | ~€7,600 |
