Making your courses CPF-eligible: certification, EDOF and real timelines

"I want to put my courses on the CPF" is the goal founders cite most — and the most misunderstood. Contrary to a stubborn belief, Qualiopi is not enough: the CPF requires a stack of conditions, some of which take years. Here is the real journey, step by step, to decide with full knowledge.

The principle: only certifying courses are eligible

The French Compte Personnel de Formation does not fund "quality courses": it funds courses preparing a certification registered with France Compétences, in one of two repertoires:

  • the RNCP (national repertoire of professional certifications): trade-oriented diplomas and titles, classified by level;
  • the Répertoire spécifique (RS): certifications of complementary skills (languages, digital, regulated authorisations, framed transversal skills).

A few special cases follow their own rules (driving licence, skills assessments, VAE, business creation). If your course prepares none of these, it will not reach the CPF — whatever your teaching quality.

The three stages of the rocket

Stage 1: Qualiopi

Essential for any pooled funding, CPF included. Count 2 to 4 months between the decision and the certificate including preparation — our audit preparation checklist details the path, and this article first checks whether you need it.

Stage 2: a certification to deliver

Two very different routes:

  1. Becoming a certification owner: filing your own certification with the RNCP or RS. The France Compétences file requires demonstrating market value (for the RS) or the employment outcomes of two cohorts (for the RNCP), solid competency and assessment standards, and processing commonly takes 6 to 12 months — with a high refusal rate for opportunistic files. It is a 1-to-3-year strategic project, not a formality.\n2. Becoming an accredited provider: signing a partnership with an existing certification owner (of a recognised RS certification in your field, for example) to prepare its candidates and present them to ITS exams. This is the fast route: a few weeks to a few months, against fees (per-candidate registration rights, sometimes an entry fee) and compliance with its specifications. The vast majority of small CPF providers go this way.

Stage 3: the EDOF listing

EDOF (the training providers' space) is the Caisse des Dépôts platform where you create the offers visible on Mon Compte Formation. Since the 2021-2022 fraud waves, entry conditions have been tightened (the 2023 decree on listing): minimum seniority of the activity declaration, full document compliance, reinforced catalogue controls, strictly framed subcontracting (declared subcontractors, no full subcontracting, caps). Add the CPF-specific commercial rules — cold-calling ban, compliant titles and prices — and the €100 co-payment paid by account holders since 2024, which cooled impulse purchases.

The real timelines, end to end

Honest translation: through the accreditation route, a well-prepared provider reaches the CPF in 4 to 9 months. Through the own-certification route, it is a multi-year project. In both cases, the CPF is a growth channel, not a launch channel: build your direct B2B and OPCO business first.

Is the CPF worth it for you?

Three questions to decide. Does your audience buy individually? The CPF is a B2C channel: if you sell in-company training to businesses, the OPCO will serve you better. Does a credible RS certification exist in your field? Check the France Compétences website; without a suitable certification, the fast route does not exist. Can you absorb continuous compliance? Controlled catalogue, customer reviews, tracked completion rates: EDOF is a demanding environment, designed to weed out sloppy operators.
